Austin's permit volume is the highest of any tracked metro and its recent 30-day surge was +89.5% month-over-month. Its development pipeline cell score is 0 across all 128 cells. The permit composition explains the gap.

The Setup

Raw permit volume is a poor development proxy when the underlying composition is not examined. Austin filed 10,749 permits in the 90 days ending June 16 — the highest of any metro in the tracked dataset over that period. Philadelphia filed 8,747. Chicago filed 6,028. Boston filed 6,013.

What to Watch

Cost data is the missing variable. The Austin permit feed does not currently carry estimated_cost for the Electrical, Plumbing, Building, and Mechanical permit types. If cost data attaches in a future ingestion cycle, the 2,383 Building Permits become classifiable by value. The key threshold for Austin's market is approximately $400K–$500K per permit, the rough boundary between substantial renovation and new construction at Austin's cost basis. Building permits that cluster below $400K average would confirm the maintenance-mode reading. Permits clustering above $500K would indicate new construction starts that are currently invisible in the composition data.

The June–July seasonal timing window is also worth tracking. If the 89.5% surge normalizes in July — consistent with a permit-filing-ahead-of-inspection-window pattern — the velocity signal will mean-revert. If it continues into July, the mechanical maintenance cycle is larger than seasonal and represents a structural deferred-maintenance backlog executing across the market.

Limitations

The MEP classification is based on permit type labels from the City of Austin's permit feed: "Electrical Permit," "Plumbing Permit," and "Mechanical Permit" are the source system's own category names, not inferred labels. They are standard permit taxonomy. The interpretation of MEP permits as deferred-maintenance proxies is market-standard but is not independently verifiable from this dataset alone without job description or cost data.

The pipeline=0 cell score reading reflects the current scoring model's treatment of permit inputs. If the model weights permit velocity independently of type, future recomputes could move pipeline above zero even with the current MEP-heavy composition. The zero reading represents what the model currently returns, not a permanent classification.
