366,894 Extremis Encounters Happened in Approach Channels. Port-Adjacent CRE Doesn't Have a Throughput Risk Line Item.

LA just entered the Locus dataset: 2,042 cells scored, pipeline 4.0 everywhere, 63.9% of its first 773 permits are alterations. The same approach channels generating 366,894 extremis events aren't in the underwriting model.

The Setup

Port-adjacent industrial and logistics real estate derives its value from cargo flow. Cargo flow depends on ship turnaround. Ship turnaround depends, in part, on whether vessels can transit approach channels without incident.

In the same 90-day window that produced 2.89 million vessel encounters across the maritime network, 366,894 of them occurred in approach channels and triggered Rule 17 deviations at extremis — meaning collision geometry was already established before avoidance began. The Chain

The Implication

LA presents the clearest version of a pattern seen across tracked metros: high safety score, strong economic signal, development pipeline at the floor. The permit composition reinforces the pipeline reading — 64% maintenance activity versus 6% new construction is not a market absorbing demand. It's a market doing upkeep.

The directional claim: port-adjacent industrial CRE in LA is priced against a cargo throughput signal that doesn't include the maritime congestion factor. The 366,894 extremis approach encounters globally — concentrated at high-traffic port approaches including the LA/Long Beach corridor, the largest container complex in the Americas — represent realized congestion events. Demurrage exposure from approach-channel congestion appears nowhere in the pipeline score, nowhere in the permit composition, and nowhere in the cell-level safety or economic inputs.

The lag between permit filing and pipeline score update hasn't been characterized — other metros with surging permit velocity (Austin, Denver) showed similar pipeline floors months into the permit window.
